Ecologically Sustainable Development (ESD) will only happen if it is explicitly planned for. Sustainable urban-regional management requires community commitment and sustained political will. It also requires a range of instruments addressing environmental, social and economic matters to provide the necessary basis for integration. This note concentrates on the environmental instruments available to planning and management processes. It is fundamentally a work of synthesis; it partly takes stock of important elements already covered in the BEDP Environment Design Guide, and sets up a planning framework for the integrated implementation of ESD.
